This tournament is organised by CONSUR (Confederación Sudamericana de Rugby). The rugby nations represented are in the second tier of this region. The confederation is for Spanish-Portuguese speaking nations.
Prior to 2005 the tournament was called 'South American Championship, Division 2'.
Note: Since 2009, both Paraguay and Brazil have played in CONSUR A tournaments.
Colombia is the host nation for 2010. Medellin is the host city. Colombia, Venezuela, Peru and Costa Rica are the nations represented. Colombia and Venezuela front up as the heavyweights at this level of South American international rugby. Colombia, as the hosts, will be favoured to retain their title.

Costa Rica re entered the tournament in 2009 after a disastrous 2006 adventure. Colombia won the tournament for the first time last year. As hosts and given the standard of rugby in Costa Rica I'd expect Colombia to win comfortably.
