Uruguay has a huge advantage over their neighbours Paraguay. They have a greater exposure in world rugby. They have qualified for the Rugby World Cup Finals later in the year, get invited annually to European competitions and have a healthy cross-border relationship with Argentina. Urugauy has already been active with their "Charrúas XV", playing in Argentina.
By contrast Paraguay plays in the annual CONSUR competitions. That’s it!
On that basis there should be daylight between these two teams. Paraguay surprise all last year by cutting Chile out of the ‘Big 3’ CONSUR Cup contest.
Uruguay will not field their strongest side however I can’t see the Paraguayans getting close.Uruguay has a huge home advantage.
