Slovenia, the winner of World Cup qualifying ENC 2C,  travels to Luxembourg to play the home side the winner of ENC 2D. This is the first of the playoff rounds in which the winners of lower ENC divisions play for the right to progress up the scale until one of them plays the Netherlands in early September.

Slovenia didn’t win the ENC 2C division. That honour went to Cyprus who is not a full IRB member and thus ineligible for World Cup qualification.
