This tournament, being held in Tainan, China-Taipei, is one tier below the Asia 5 Nations tournament. The winner will be promoted to Asia 5 Nations replacing Arabian Gulf. The loser will be relegated to Division 2, being replaced by Thailand.
In effect these are World Cup 2011 preliminary qualifying matches. Only matches in the Asia 5 Nations and Division 1 in 2009 will be in qualification.
